Announcement by the Hong Kong Federation of Women's Centres on the Recent Cheating Incident in the Mandatory Basic Safety Training Course (Construction Works)

The Hong Kong Federation of Women's Centres (HKFWC) has been made aware that cheating occurred among trainees during the examination of the recently held Mandatory Basic Safety Training Course (Construction Works), commonly known as the "Green Card" course. HKFWC maintains a "zero tolerance" policy towards all cheating behaviours and strictly prohibits any misconduct. We take this incident with utmost seriousness, and have immediately taken multiple actions, such as investigating the case, fully cooperating with the Labour Department's investigation and subsequent improvement recommendations announced upon completion of its investigation, reviewing our systems, and holding the individuals concerned accountable. Our objective is to strengthen the system and ensure that similar incidents will not happen again.

 

Actions taken by HKFWC include:

  1. Temporary suspension of the Green Card courses, and a review of management measures.
  2. Revocation of all safety training certificates obtained by cheating trainees.
  3. Suspension of the instructor involved (also the examiner) from teaching any course under HKFWC. Further decisions will be made subject to the outcome of a comprehensive review.
  4. Suspension of relevant course staff from all courses management duties. Further decisions will be made after the review is completed.
  5. Establishment of a Task Force consisting of representatives from HKFWC's Quality Assurance Group and service supervisors to review the course management system. Since becoming aware of the incident, we have already initiated improvements to examination procedures and guidelines to strengthen regulations on trainees’ conduct, invigilation measures, and ensure compliance.
  6. Before resuming the Green Card courses, all related staff will undergo comprehensive retraining to ensure accurate implementation of course management.
  7. The Head of Human Resources is investigating the causes and process of the incident, and will hold responsible personnel accountable in accordance with established rules.

 

Since 1998, HKFWC has organized a wide range of training courses for grassroots women. Over the past two decades, we have supported countless women in rejoining the workforce, discovering their potential, and have received numerous course management awards from relevant training authorities, reflecting our rigorous and effective training services. We deeply regret this error caused by human negligence. We fully acknowledge the impact this incident has had on the public perception of HKFWC, and we sincerely apologize to the community and affected individuals for the concern and inconvenience caused.

 

HKFWC will uphold a strict, professional, and accountable approach in implementing corrective measures. Immediate improvements to the management of vocational training courses have been introduced, and all instructors, trainees, and staff are required to comply. We will ensure all courses meet the requirements of the Labour Department and relevant training authorities, and continue to provide fair, professional, and high-quality training services to all trainees.
